Tulips are starting to pop up in the bowls and beds around Legacy. These are not the summer color that will be planted in May, they are perennial bulbs that spring up on their own. We realize that not all bowls and beds in Legacy have these bulbs, but the Board has previously made the decision to reduce spending by not adding bulbs to the empty beds and bowls.
